I'm planning to stay here and was wondering what transportation would be best. Public bus? ART bus? Uber/Lyft?
It's further than I would like to walk at night and I have a credit for use at Garden Inns which is why I'm staying here this time.

No help on the transportation, sorry. But, I wanted to make sure you knew about the new Hilton Garden on Manchester, it's much closer and walkable.

Could you take the Toy Story Lot bus? It still is a walk but I think the Toy Story shuttle would cut the walk in half. I stayed at the Garden Grove Hilton Garden Inn last June and the walk was super long!

People are reporting 40 minute waits for the shuttle, at times.

It’s a mile to the Toy Story Shuttles from Hilton Garden Inn Garden Grove so I don’t think that’s a practical option There is a local bus no. 43 that goes up and down Harbour so that may be an option although I’ve never used it along with the ART service. Rideshares are another option, I have found it easier to have drop off and pick up at the DLH as even though it’s a longer walk to the turnstiles security at that end can be easier to navigate.

Staying at the Hilton Garden on Manchester mentioned above would be much easier overall if that’s doable. Or consider just getting anything closer and using your credit for another trip if that’s possible.

I chose not to do the Garden Inn on Manchester this time due to the price being quite a bit higher and concern about the freeway noise. From my experiences staying at the Four Points, the noise can be quite disruptive. I was hoping someone had tried the public buses but it seems like nobody has.

I hadn't thought to try taking the Toy Story Lot shuttle but due to the wait, I think that'll be a last resort for leaving the park rather than going to the park.

Pretty much all of the hotels have triple-glazed windows in place on the freeway side on Manchester Av so you will not normally hear it. Even at night, when traffic still flows it isn't noticeable in the hotel. We stayed for a number of our previous trips at Sonesta ES Suites (was Staybridge) on S Manchester, never had a problem with freeway noise.
