Help with the New Best Rate system?

Okay help me out. We did not go last year, so on our last visit, we went ahead and purchased 6 day hoppers. CHEAP! Now, we are thinking about trading one of the passes for an ap pass, when we get there. So I cannot get the "Best Rate" because I do not the ticket in my hand at the time of the reservation? I am confused now!

From what I understand you need either an activated pass or I think that the vouchers ordered through Disney
