Help with one of Amy's old designs! Please!

I am trying to use Amy's design of the pirate head that says I'm the Lil Sis Feel free to treat me like a pirate. When I open the file it is bigger than the others and when you shrink it down it is blurry. Any suggestions on how to make it smaller without the blur OR a pirate head like the one Amy made that is a little bit smaller? I am trying to make matching shirts and we leave this Friday!
