Help with borders!!!

Ok all you fabulous designers- I have a few designs I have saved but would like to add a border (solid color) around for a more finished look. I am using photoshop elements but have no idea how to do this. I have tried to read and learn from the tutorials but am just getting more confused. I know this can't be that hard. How do I put a border around an image??? Obviously I'm not too quick at chatching on or I wouldn't have to be asking, so I think I need a detailed step by step.

If it's not too much trouble I really would appreciate any help I could get.
