Help please im new and dont understand how to get an avatar picture

Hi people i am new here and i was wonder how you get the pictures almost like an avatar? can anyone help me please.

There's a dark blue bar above the posts, the first option on it is User CP, click that, and there should be an option on the "Control Panel" to "Edit Avatar".
