Has anyone used Legacy Towncar?

I've used Tiffany in the past with minimal issues, but this time around I have a 3-yr old (who will be 3 years, 10 months at time of travel). He is small and won't be big enough for a booster. So far I've found that only Legacy Towncar advertises that they offer a free "car seat or booster". The others won't allow/offer a full size carseat. It's pricier than others at $115, but worth it if it's true.

Has anyone used them? Any reviews, good or bad? Thanks.
