So I just went on the WDW website to check prices. And a window popped up asking if I would like to chat live with a cast member...

you: I am wondering about the Free Dining Plan, Do you happen to know when it is "Officially" going to be available
Clayton: The free dining package is being booked through our reservation center at this time.
you: Ok, Do you know when it will be available online.
you: I am also wondering what the date in August is when the hotels are at the cheapest price. I know it is usually towards the end of the month.
Clayton: It should be available by tomorrow to book on-line.
Clayton: Which resort are you looking to book?
you: Pop Century
Clayton: The value season is aug 27th - oct 4th 2006.

I had it POP up on me this afternoon when I first entered the Disney website, but I didn't need help, so I didn't click on it.

it was After the main page... like I set Vacation Package and dates and it was calculating the resort... that is when it popped up

I have had this pop up before, and a few times have seen the Option to select a chat (far right hand corner - middle of page). Its a great idea and you get more one on one time (or so it seems).

I have pop-up blocker set on high. I haven't seen this- that could be why.
That's pretty cool though
