Handicap Parking ?

This doesn't have anything to do with Disney but my Dh and I need some help trying to figure this out.

Our DS 6 is in Little League (along with 1500 other children ages 5-18). The main field (which has 6 fields on it) has a gravel parking lot. There is no handicap parking. Let me tell you it's not alot of fun to be wheeled across a gravel parking lot (I'm sure you guys know that already). There already isn't enough parking to support the fields so people just park everywhere and everywhere. We contacted the League President and she said that they aren't required to have desinated Handicap Parking places because it's a gravel lot BUT, she would like to make the fields more accessible. So my question is, how many handicap places should there be for every regular parking place? Does it differ by state (we live in Illinois)? I have no idea where to find this out. I'm very happy the League seems interested in rectifying the situation and they have asked for our assistance. I see lots of other people using EVC's and Wheelchairs too and would really like to make this happen not just for myself but to help others that need handicap parking as well. Any advice would be greatly appreciated!!

The ADA Law requires 1 spot for every 25. They are wrong about not needing it because the lot is gravel. I park in a gravel lot for work and it has handicap spots.
 
Thanks for replying. After doing some more research, I think they're wrong as well. I found lots of good info on the Office of the Attorney General's in Illinois Web-site and it is 1 spot for every 25.
 
just writing to agree with Michigan. If they have parking, some of it has to be designated. I'm at work, so I can't look up what the Illinois standard is. They can hae more required spots than what the ADA requires, but they can't have less.
