Mickey's Not So Scary Halloween Party (selected nights at MK, a separate ticket) is a total blast. Characters in costume, free face painting, trick-or-treating, many attractions/rides are open, etc.

As kcashner mentioned there is the MNSSHP at WDW. Fort Wilderness also has a Haunted Hay Ride.
Universal Studios has Halloween Horror Nights on certain nights in October. Although unlike Disney's MNSSHP, HHN is for older teens and adults. They clearly state that it is not recommeded for children.
I went to MNSSHP last year for the first time and had such an amazing time... I am purchasing tix next month to go again. I love trick or treating in MK at night in your costumes and going on the rides... I would highly recommend going.... It's a fun expererience for all ages
WDW at Halloween last year was a blast. The Mickeys Not So Scary Halloween Party was a lot of fun. My entire family dressed up in costume...it was a great time. They did a special fireworks show at the MK with orange and purple fireworks. It was a great time, the crowds weren't too bad and the weather was really nice in the 70s and low 80s....which is very hot for me since I live in Alaska. Have fun!!
This isn't for Halloween, but WDW also has the Epcot International Food & Wine Festival which will be held 9/29-11/12. They set up over 25 booths around the World Showcase that have food and drink available. According to my Passporter, treats run from $1 - $4.50 while small plastic glasses of wine, beer, champagne, cognac and port begin at $2 and go from there. There are also cooking demonstartions, beer and wine seminars and tastings.
Just thought I would add that. Personally I may sample a bit when we are there...but MNSSHP is where I will be Oct. 23rd! Whoo hoooo!
