Halfboard for under 3s?

Can anyone tell me how half board works for under 3s?

I have just booked a weekend in Disneyland Paris with the free half board (2 adults, a 5 yr old and a 2yr old). However when called to make some dinner reservations, I have been informed that the half board doesn't include the 2yr old and that we will have to pay for their food.

Is this correct - this is a very misleading description of half board if this is the case.

Under 3s eat for free. We usually get a bowl of pasta or salad. Or in the buffets they can get their own plate so eat whatever.
