Half Board Voucher Question

We're off to the parks again this week
Several of us with AP's and one friend who is using our one park ticket and half board voucher.
I understand that the vouchers can only be used for a handful of buffets, once per day.
However, is it still the case that you can use their face value towards other restaurants?
Presumably the cost has to be higher, and you couldn't use them to pay for a cheaper counter service meal?

At the more expensive restaurants, not included in your plan, you can pay the difference on top of the € value of the voucher. You can use it at cheaper restaurants but they do not reimburse you for the difference.
