If i wanted to make a game, do i have to give out prizes?

No, you don't have to award prizes, but it would definitely help you get people to play your games if you offered something. I have done themed quests for cheap. Buy shirts! 25 credits each, very easy to afford. Pins are cheap, too.
If you decide not to have prizes, it would be polite to say so in your room's description, to avoid issues with angry players later.
