Guest Relations/Guest Services OUTSIDE the parks to register for DAS?

Quick question:
Is there a Guest Relations/Guest Services location which is OUTSIDE the parks on WDW property?

Here's why I'm asking (I already looked on WDW's website but I must be searching incorrectly)...
We are going to WDW in early October for a week with our immediately family of 4 and 2 friends, 1 of whom uses a DAS pass when they go to Disneyland (which is their 'home park' since they live an hour away from DL).

Disabled Friend hasn't been to a Disney park yet since they all reopened during COVID. He is adamantly NOT interested in going through the online ordeal of registering online ahead of time, would prefer to do it in person.

I know that we can set him up with DAS INSIDE the parks. But is there a Guest Relations location outside the parks where we could also get him set up? For example, is there one at Disney Springs or is there a Guest Relations just outside the MK entrance or at the TTC?
 
Guests are NOT able to register for DAS at Disney Springs. The 4 WDW Theme Parks are the only places to register at WDW.
The Disney website only lists the Guest Relations locations inside the parks to register for DAS.
Each park also has a Guest Relations booth outside of the park, after going thru security. The (probable) reason only the inside the park Guest Relations site are listed is there is no guarantee that DAS can be obtained at the ones outside of the parks.
Some people have had good luck outside the parks and others haven’t. They sometimes are very busy with guests needing to resolve ticket issues before going into the park. The EPCOT Guest Relations at World Showcase is reportedly the place guests are most successful registering for DAS; it may have a long wait because guests at the Boardwalk area resorts use it for tickets and also help with dining.

That's very helpful info. Thanks! Our back up plan is to go ahead and have him register for DAS ** IN ** a park at the start of our first park day. We're staying on site, so we will just plan on using part of that 30 min early entry at the start of day 1 for this. :disrocks:
 
We had no issues or lines at all last August registering at the Guest Relations at the International Gateway at Epcot. We were staying at Dolphin so just took a friendship boat over on our arrival day. I think there's parking or busses over to the Boardwalk, easy walk or boat ride from there. We thi ks we went around 8 00or so, about 30 before the Fireworks at Epcot. Rode the Skyliner for fun after and watched the fireworks. It was nice not to have to worry about it in the morning

We’re going to be staying at Art of Animation, so it’ll be an easy Skyliner ride over to the International Gateway. I think we will try this method out on our arrival day.
