Guest Aboard Time

According to a private excursion provider, the actual all aboard time is 30 minutes before the listed "Guests Aboard" time. Anyone know if the times listed are boat departure times or all aboard times? Basically, should we plan to be back an hour before the listed time or an hour+30 minutes before? For context, the listed times say we are in port for 7 hours and the company is telling us there is not enough time for a 5.5 hour excursion. Are they right?
 
Also you won’t get off exactly when all ashore is so I can see why they feel there isn’t enough time because a slight delay either side you’d be stuck on shore and probably blame them for it or for cutting it short to get you back on time (but I only got 4.5 not the 5.5 I paid for..)
 
If the excursion provider says no, they are correct. They will not take risks with customers missing the ship.
