Can two people share one of the tea offerings, such as the Buckingham Tea, or does each person have to order their own?
 
You can split one of the larger items, as far as the food is concerned. However, the second person will not get a place setting.

It is not uncommon for one person to order something like the Buchingham and the other only order a pot of tea. However, it can be difficult as many of the items served in the varieties are "bite size" and not designed for sharing.
 
My Mom and I share the strawberries and cream an order of Scones and get a few pastries. We each get our own tea. It is just how we like to do it. We have tea all over the world a few times a year and we love to have the time together. I cannot wait for our upcoming trip, my mother and I are going to tea while my DH takes the babies for a nap. There is something magical about tea in WDW.
 

The first trip there for my mother and I, we each ordered our own pot of tea and then a variety of items "a la carte" to share.

The server was very nice and brought everything out on two plates.

We ordered scones, lemon poundcake (oh so good), Sally Lunn bread, strawberries and cream, and I think it's called the gentleman's platter? with cheeses and pate, etc. The platter came out on one plate but everything else she split on two plates.

It was a wonderful experience.
