The Fourth of July hat was NEVER part of a quest. It was available for purchase in the Emporium for 1000 credits. There were people who bought upwards of thirty of them. Do a search on this board and you'll find a thread that specifically asks how many of the hats people had bought. The only item that was part of a Fourth of July quest was the Fourth of July Fireworks pin.
