Good time to meet Woody and Buzz?

Line has always been to long to meet woody and buzz at HS. This year i want to make sure we do...for my 3 1/2 DS who loves Toy Story. We have hoppers and will only be in HS a few afternoons (so no RD). And if i understand correctly, theres no FP for this either. Ideas on when is a good time to do this meet and great without huge lines?

I would say either first thing or the last thing at night. We usually go right before the park closes and walk right up to them.

Being right next to the Toy Story ride, it stays pretty busy, but I would agree with the above people that last thing in the evening would probably be your best bet.

We did TSM at rope drop and then hit Buzz and Woody. The wait was about 15 minutes.
