I'd say this is a loaded question.
Everyone's opinions are going to be different. For instance, I've seen for Coral Reef two horribles, two mehs, and one good already.
All of the restaurants vary to a degree. It depends on the server, their mood, the chef, etc.
In 2007 I made an ADR at Coral Reef, and changed it to a CP package at Coral Reef when they were available. After that I started hearing horror stories - kids running around, noise, bad service, and lousy food (including the infamous "sad little crabcake" story on the podcast). But I stuck with it.
You an read the trip report by following the link below, but the meal wasn't going to start well when they completely screwed up the ADR for the package, and had me booked for several days AFTER WE WERE LEAVING WDW. CP packages sell out fairly quick, and not only do I not have a dinner ADR for that night, but nothing for the Candlelight Processional! And it was already 4pm! This was not starting well - which would perhaps color ANY meal at that point (which was about to become fish and chips or the cantina).
Fortunately the manager came over and said that not only would she be able to seat us, but we WOULD get the CP seating - we just had to go and pick up the tickets (really, stickers) at the booth by the ampitheater because they only had enough for the expected CP package people.
From there, we had a most excellent (and by far the most expensive) meal we had on that trip. Everybody enjoyed what they had, and our server was great. We even got an extra bowl of lobster bisque that he had mistakenly brought to our table, and didn't want to bring it back to the kitchen
There were no kid problems (even from my own), noise was acceptable, and we were in the first row of half-moon booths facing the tank for a great view.
It's been years since we ate at Biergarten, but I remember being pleasantly surprised. Pre-Teppan Edo teppanyaki wasn't bad, but no different than local places. We always like Rose & Crown. The only other one we've eaten at so far was Marrakesh, and we were delighted with the flavors there as well.
