It has been a while but I will try and answer your questions. Every golf cart has their own keys just like a car. You leave the cart and take the key. There is plenty of parking for the carts but a limited number of spots that have plug-in access. We never plugged the cart in when we parked it for the day (just all night every night). We never had a problem. Some spots are closer to the bus stop or marina but none of them were too far away.

Not true. I can take my club car key and drive away with a differant club car. I don't know if they have differant ones for the rentals but club car key is a club car key unless there is a new custom switch installed.
I have heard stories of people "innocently" driving off in the wrong cart. Definitely wouldn't be too tough to do when you see them all piled in the parking areas and most of them looking exactly the same. At least our off-site rental wasn't the same color as all the Disney carts, but there were plenty like ours there too.
We just made sure not to leave anything valuable in the cart - just a bright orange towel - good for wiping off seats AND spotting which cart was ours. Oh, and the dog's big read ball that went to the dog park every day.
