If a park is closed to capacity, you can not gain entry even with a PS. If you really want to dine there, you have to get there early, or hope that the park isn't closed to capacity when you get there.
Not necessarily. There are 3 stages of a Park closing. The first is they close the parking lot, but if you can still find a way to get there they'll let you in. The second is that they close off the park to all non-WDW resort guests. Meaning the only way to get there is by WDW transportation and they check ID Cards. The third and last is the park is closed to ALL individuals and no one is allowed admittance, even WDW guests. As a WDW resort guest, you are guaranteed entrance to A park but that might not be the park of your choice. When we were at WDW during Christmas 2001, MK closed several times to all guests, the place was truly a zoo!!
Resort guests of WDW are guaranted entry to a park, not the park of their choice. When a particular park closes, the Resort Guests are then told which park to head to in order to gain entry. It could be Animal Kingdom, etc.
Arrive early if you want to keep your PS's. I would not take a chance at Christmas.
So - what if you have pre-paid with the CP packge and can't get into Epcot because the park is closed - do they refund the $ paid for the package? They didn't mention getting to the park early because of the park being closed on that day when we made the reservation. They did say to allow extra walking time due to crowds on 12/26.

Basically, you're out of luck. Epcot is usually the third park to close to capcity due to it's large size, MK and MGM usually go first, so it most likely will not happen there. It is your responsibility to get into the park to utilize whatever PS or package you've booked. If you wait until later in the day and are unable to enter, it's your fault, not WDW's.
Thanks for the reply. I thought it was strange that they didn't mention that at the reservation time, but mentioned the croweded walking conditions and the rain policy - so I thought guests who bought the CP package would be able to get in. We're staying at the BWV and weren't planning to go to epcot until later in the afternoon. This is good to know. Thanks
I was told that if the park is filled to capacity, & you can't get in for your CP package or to dine in a restaurant where you had to put down a deposit, because of the holiday, you can go to guest services & they will make sure you are credited the amount paid. We have the CP package on the 24th. Since you are guaranteed entrance to a park, I was thinking that Epcot would most likely be the one, at least that's what I'm hoping for. Have a great trip!
Priority seating arrangements do not guarantee you entrance into a park if it is at capacity. If this should happen, go the Guest Relations window for assistance.
