In the past we have sent the driver over to the rental cars, get the car, and drive around to come back and pick up the group waiting at the pickup curb. This works out fine and less lugging and hassle.
Just be aware that the driver and car will not be able to linger waiting for you to come out. The police will likely send you around the airport again.
While the driver does the rental thing the others in the party collect the bags and head out...they are always there before the driver, so no problem with security.
We have luggage that has wheels and we use the quick rent feature that National offers so we go down to the luggage area pick up our bags. Wheel them over to the elevator and down to the car rental level. We then just cross the street over to the car rental garage pick out our car and we are on our way with just a quick stop at the checkout booth at National.
We you have to wait in line at the rental counter then I would suggest the person who is going to be the driver head to rental car level while the others in the party head to baggage claim. There are carts you can rent to put your luggage on and then just take the elevator down to the rental car level to meet up with the driver.
We have luggage on wheels so we just drag it along. Pick up luggage first then go down to rental car level and the drag it across the street to parking garage and the cars...Just us two adults so problem, good exercise, keeps us in shape....
Option 1: Baggage Handlers ($1-2 per bag gratuity): There are planty of skycaps around the carousel just waiting to assist travelers with their luggage. They have large carts and will carry the bags to curbside, shuttle bus, or rental garage.
Options 2: Self service carts ($3 bucks?): Pay and pull from the machine located up and down the baggage area. They are nowhere as big as the ones the baggage handlers use but can adequately hold 3-5 bags . Money saving tip (!): there are usually a few carts abandoned either at curbside or at the rental car garage. You usually have to wait for the luggage to come down the carousel anyway, so you might poke your head out the door and find a "free" cart waiting for you!
Option 3: Everybody carries their own ($0.00): Easy if your have rolling luggage and/or are traveling light. Some rolling luggage can even piggyback each other so that you can roll 2-3 bags and will only have to pull one handle.

Usually what we do is my DW goes and gets the rental car and comes and picks up DD and I, but this time we are renting from National for the first time with EA and it's under my name and I want DW to help pick out a car, so I don't "pick" the wrong one! I didn't know if you could take the carts across the street or not, but I guess you can, so that will work! Thanks again!
