I am looking to go to WDW in early 2023, and by then there will be several new rides. Currently, it seems that the two most popular rides in each park have the paid option. Is that going to continue as they add new rides? Are they going to then move current paid rides to the regular LL status? For example, Space Mountain is LL paid, but when Tron is opened, will Space Mountain go to regular LL?

Nobody knows. Even if Disney has a plan, it could easily change as time goes on. It's going to be hard for Disney to resist pulling levers easily available to them now to collect more money.

Thats kinda the guess right now (ie your example, tron to replace SM, so MK will have 7D and Tron as paid ll) but its Disney so, tron will be vq and paid and be added to the current list, so 7d, SM and Tron (either get lucky with vq or pay LL). Id bet the same for Guardians in Epcot, Frozen and Remy (drop vq for it though) then Guardians with vq and paid ll.

Too big of a monetary incentive for them to not add new rides while keeping the old ones, slowly expanding from 2 paid at each park to 3, then 4, etc.
