Can you eat at Gasparilla Grill (GF) without using mobile ordering if you are willing to wait?

Last summer I stayed at the Contemporary. Their QS was mobile app only. But....the entire tower was under construction except shopping and dining and Covid was more of a thing last August, so things could have changed since then. I only mention this because I assume QS at the resorts all go by the same rules.

I did, however, wait in a line at Epcot for QS and ordered in person (mobile app was available too)
