Im wondering how much is the meal at the end of July on a weekday? I read 35.99 and 59.99! If its 59.99, Im cancelling my reservation!

According to allears.net:

Note that the price of this meal varies based on the time of year (peak seasons vs regular season), and even on the day of the week (weekday vs weekend). The general price ranges for this meal are as follows:

Adult price range: $37.27-$41.53; Child (ages 3-9) price range: $18.10-$20.23

Tax is included; gratuity is not included. A standard, non-alcoholic beverage is included in this price.

Also note that the price ranges on the Disney website are not specific to a particular restaurant. They are "buckets" that Disney uses to categorize ALL of their restaurants. So, every restaurant with an average adult dinner within that price range will show that entire range (and the matching dollar sign icon's that go with it).

You can see this in action if you select a date and a dinner time for ADRs, but don't input a restaurant. You'll see that the vast majority of them fall into two categories ($$ and $$$) and that all the restaurants within the same category will show the same price range.

Is there an actual way to know the price of a meal (such as Garden Grill or Ohana) before arrival?

Either call them and they might give you the right information (see Havoc's post regarding Fantasmic package at Brown Derby to understand the "might") or use 3rd party sites such as AllEars.net or WDWInfo. Disney themselves do not publish the actual prices in a guest facing area.
