GAC card and how it works today

I'm helping a friend plan their trip to Disney. Their son has moderate to severe autism and will definitely need to use a GAC card while touring the parks. Due to the controversy a few months ago with people abusing this card, have there been any changes to this program? My experience with it is from several months ago, and it may have changed since then.

Also, how does the card work on rides/attractions without fast passes (i.e. Enchanted Tales with Belle, Backlot Tour?

Currently there have not been any changes except for limiting the expiration to two weeks. However that does not mean that it will operate the same way when your friend visits. No one knows what changes will be made or when they will be made. So the best advice for your friend is to visit Guest Relations and discuss what her concerns are while touring the parks with her son.
