I know that when you stay at one of the Universal hotels you get an express pass but are there any off-site hotels who offer the same pass - even if you have to pay a surcharge?

No other hotels offer that perk, but you can purchase express plus passes which will give you ONE FOTL pass for each ride or you can get free express passes from the kiosks near the ride.
