I am confused, I know they had to put fridges free of charge to all value but did they actually do it or not? I was checking expedia and it said available on request which is what used to be.

They are in all Value hotels. Most of the external booking companies (even the Disney site) haven't updated this on their systems. But they are there. If you don't see one, then simply call the front desk to have them bring you one - doubt you'll need to, but you certainly can if one is not there.
Disney realized that in the end, the storage space and the labor having to swap out fridges upon request was too much cost and work to them.
So they choose a small fridge (also called a beverage cooler) that is smaller than the moderates and uses less electricity, but still saves in the long run for them.

Thanks for confirming that even Disney hasn't updated their booking systems to reflect this yet. I knew I had read on here that all values were given mini-mini fridges, yet when I went in last week to book our August trip at ASMu, it still only showed the option to request a fridge for a daily charge. I was like, WHaaa?
