When the deal came out you could book QS free at a value and regular dining free at a mod or delux. I'm not sure why that is not allowed no unless all the moderates are booked.
Just joining in because I was on the Disney site the other day and wondering the same thing... I was interested in pricing out a package at POR and trying the new QS dining plan. I just didn't want the constraint of having to book ADRs for TS this time around. But the packages seemed pre-set in that if you wanted a value resort you got the QS plan, and if you went up to a mod, the ONLY option was the "regular" DDP. I totally don't understand this....you're paying MORE for a mod and wanting the cheaper dining plan....how does that not work for them?!?
You would probably have to call and ask, but Free QSDP doesn't seem like it would be a good deal at a Moderate.
Regular Dining Plan was just too good of a deal at the Values.
I suppose if you don't qualify for any other package discounts, then it might be ok.
I have an AP, so the only way I'll book Free Dining is at a Value, because the AP discount is better at the Mods and Deluxes.
I guess they don't let the general public add the Dining Plan with their Room-Only discounts though.
