Free dining plan still available for 8/13 week!

I was going to make a reservation starting August 20th, because that is what the WDW website and 2 travel agents told me. I then called WDW myself and they had rooms with free dining plan still available from August 13th! My AAA travel agent also offered the free dining plan from August 13th.

I wonder what the difference is... why do some travel agents find the offer and others don't?
