No, there has never been a general public free dining discount for the month of April at WDW.

Really, no free dining discounts for April, May, June or July.

My daughter had free dinning starting the week before Memorial Day in 2011. It was a public discount.

Out of the almost 9 years they have been offereing free dining at WDW, there were 7 dates in 2011 that they offered free dining out of the "normal" time frame, that was May 27 - 31 and June 1 and 2. It has never happened before or after, so that's why I would not count on any April, May, June or July general public free dining dates. Unless your dates are really flexible, you would probably be very disappointed.

The only way you might get free dining in May next year (end of May) is because Easter is going to be early, on March 31. But don't count on it in April at all.

PIN codes are another matter, but not everyone has access to PIN codes.

up until 2 years ago, we went every april during spring break for free dining, it usually started <or maybe ended? the last of march, which is when we checked in. The kids spring break is always the very first week of april.....

With Easter being March 31, you can probably count on their being NO public free dining dates at the end of March.
