I think DW should consider suspending the tiered system on low crowd days. We were there at the very end of January. The day we went to DHS...it was showery and temps were in the 50's. At absolutely no point during the day did the second tier attractions exceed a 5-10 minute wait. We did Star Tours around 1pm with FP, and the line wasn't even backed up to the merge point. The stand by riders cruised right by us as we waited to scan MB's at the second scanner. The top tier attractions (TSM, RRC, ToT) had about 60 min waits (maybe 90 for TSM) in the afternoon...but of course we were restricted to just 1 FP for those...while our other 2 FPs for the lower tier rides were essentially wasted because they weren't needed. It would be really nice if on a day like that DW would just do away with the tiering and let you use the 3 FPs whereever you want. Seems like DW should be able to predict attendance pretty well at this point and could do this pretty easily. Just a thought.
