FP+ system rollover time?

I've seen in various times for when the system rolls overs and allows new FP+ ressies.

Last trip I didn't make them at the 60 day mark because our trip was in October - I did fine making them at about 30 days. I suspect that has now changed.

I'd like to just get it done. Midnight seems to be the consensus for when the "next day" gets added in - is that accurate?
