FP+ strategy to get rid of 3rd FP+ for another Tier 1 ride?

Hi, this is the first time I'm having to get rid of a 3rd FP+ in order to try my odds on another Tier 1 ride.

Epcot:
9:30am - 10:30am FP+ Nemo
10:30am - 11:30am FP+ Soarin'
11:30am - 12:30pm FP+ ANYTHING

1. If I do not to book the 3rd FP+, does that mean, after Soarin' FP+ being used I would be able to attempt a Kiosk booking for Tier 1 ride (Test Track or Anna & Elsa) after Soarin' is used or after 11:30am?

2. If I book the 3 FP+, as soon as I "use" the 11:30am FP+, would I immediately be able to go to Kiosk to attempt for booking another Tier 1 ride? Or even if I do use the 3rd FP+, would the time period still need to pass and I can't book another Kiosk one until after 12:30pm?

There is a sticky for FP use but I'll attempt to answer, I can't remember the last time we actually booked and used 3 FPs so take it with a grain of salt. From what I understand,you have to tap all three of your initial FPs before you can book the 4th. You don't have to actually ride the third ride, just tap the FP, you can book the 4th ride at that time. I think (and I'm not 100% sure) if you wanted to switch parks, you could just book 2 in park 1, tap that 2nd one and get a tier one in another park for your third but I could be wrong.
