FP strategies for DHS

Is it better to ride TOT at RD and FP+ RNRC or ride RNRC at RD and FP TOT?

I think you can get FP+ for both. TOT is not a Tier 1, but RNRC is. That said, RNRC has a single rider line, but TOT does not. However, I always thought RNRC was more popular than TOT; therefore, longer waits. I could be wrong about that one.
