FP+ reservations without tickets

I realize this sounds like a crazy question...

I have a room booked at POR but am planning to use military salute tickets.

Can I make FP+ reservations 60 days out without having linked tickets?

I have already been on MDE to make ADRs (some even in parks which surprised me) so maybe I can with FP+ as well?
