FP+ question reserving ride times with Voucher Annual Pass.

FP+ question reserving ride times. I have one Annual Pass VOUCHER already. For discussion we will call the one "master" We have already reserved our Pop room. We plan to get the other Annual Passes in the next months. The master annual pass can reserve ride times already but the other says we need tickets. Do I need to buy the other annual passes before Disney will allow me to reserve the FP+ for the other guest. Or since Disney knows we are staying on property in Oct they will release them June 4th.

Yes. The other person needs a valid ticket/AP linked to their account for FP+.
