When staying at the FW cabins, can a guest step out on the deck and smoke? Or are they required to go to a designated smoking area?

I believe you can still smoke on the deck. You might check over on the camping board, or check wdwinfo.com or allears.net for the facts on the cabins.

From the Disney website:

It is a smoke-free Resort; smoking is permitted at campsites, on cabin porches and in the designated outdoor smoking locations.
