Forgive Water Bill After Tornado?

Saw news clip of tornado damage and in the remains of one house water was spurting up from a broken pipe in the rubble(only about five feet).

Should the water company forgive the last bill after a storm, which could well be hundreds of dollars more than normal?

Otherwise homeowners would be tempted to remove and steal the meter and most people would think it had been carried awayor destroyed by the storm or looters. Then the next bil will be estimated based on previous months' usage, much less than an actual reading would be.

It was only within the past year that I understood the reason for turning off the utilities before evacuating your home, namely the description above.

I had never thought of that. Do you mean evacuate your home as in moving and leaving it vancant or evacuating for weather reasons?
