Food and Wine Festival

My inlaws will be going to WDW in a couple of weeks and would like to go to the Food and Wine Festival. A friend of theirs told them this this fun but didn't have any info for them . Anyway, I've never been to this event so I don't know what to tell them about it.

Do they need tickets or is it open to anyone in Epcot? What exactly is the Festival?
