Florida Resident Discount?

For those people who book ahead of time, to ensure cabin and seating time, and then hope to get the Florida resident rate applied to their booking when the FLR rates are released, would you cancel your reservation just before 60 days out to get a full refund or just cruise at the higher price if FLR rates are not offered?

I am just wondering because if everyone used the strategy to book early and hope for the FLR rate Disney would have no incentive to offer discount rates as the ship would most likely be fully booked.
 
We specifically book a room that we want & then (now that we're residents) will hope for a FL resident discount. If there are none, we are definitely not going to cancel & re-book for a cheaper room. It probably wouldn't be cheaper anyway, as we booked the day they began accepting reservations & we receive the EBS (early booking savings).

The chances of getting a comparable room (verandah & on at least the deck we're on or higher) will probably not be possible as they approach the 60-day mark. Certainly, the SPH cabin that we booked for our son & mother will not be available, I'm sure.
 
I booked the dates I wanted and at a price that I could afford. The FL Res. Rates came out and I went from a cat 9 to a cat 4 for $20.00 less. I would not have cancelled.
