FL Tours earliest Resort p/u time 10am?

I finally sat down to book our transfers from MCO to WDW to PC and back to MCO, and I noticed on the reservation form that the earliest pick up is 10am because transportation companies are not permitted to drop passengers off at the port before 11am. I was hoping to arrive earlier to check for a possible upgrade. We are concierge and so can arrive at any time. Now I don't know what to do. Is 11am too late? Should we just plan to Uber?
 
Try a different company. We've been never had a problem being dropped off before 11.

It's not that they're not permitted to enter before 11. It's just that they have to pay an extra fee to drop off earlier than that.

Not all private transfers are willing to eat the fee (or hide it in the cost of the transfer).
