Fl hopper pass discount?

My son (age 5) is going down to Florida to visit his grandparents who are Florida residents. They are going to Disney. Can they buy him the Florida hopper discount pass or do I have to get him a regular hopper pass? Do children have to prove residency? Thanks

If they qualify they will have no problems getting this for a 5 y/o.
