Fixed DVC resort Points?

Please help ~ we are looking at DVC resale and are not sure how many points to purchase, however I read “Points for DVC RESORTS are fixed in a way that they can shuffle them around but can never increase the total”, can someone explain this, I could not find this addressed anywhere in our Own a piece of the magic. package/video from DVC, it would greatly help our purchase decision!! Basiccally it works like this: In any given season (magic, Adventure..) The total points must stay the same. They can make a two bedroom more points, but then they have to decrease a different one (one bedroom, GV or studio) That is what they mean by moving things around. I hope this helps.
 
The total points for each resort for the year is a fixed number and cannot be changed. The points needed for a given date or room type can be changed- but if some date goes up, another MUST come down as the total points cannot change.

In practice, this has occured only once - at OKW in 1996. At that time some seasons went up a few points per night and others went down a few. Some weekend point costs were decreased. Many dates not change at all.

DVC has this provision to compensate for any inequity in the reservation system- the goal is to have every room filled each night of the year at a sold out resort.

If anyone has based their total points on a specific need each year, there could be some disappointment in the future if more points are ever needed for those same dates (or could result in extra points if your dates are the ones lowered).

I don't expect change any time soon, but it is possible.
