I found some really cute individual, inflatable drink holders for the pool. I haven’t been able to find anything online that says if drinks are allowed in the pools in the Disney Dream. Does anyone know the answer? I think this would be a really cute fish extender gift, but only if they can use it on the ship.

From the DCL website: Please note that food and beverages are not permitted in the pools or whirlpool spas.

But maybe you could use it at the beach?
Not sure. The prohibited onboard and on Castaway Cay list includes this:
  • Kites, balloons, surfboards, wave boards, inflatable floats, pool noodles, inflatable pools and wagons
Not sure an inflatable drink holder would be the same, but maybe.

I know they don't want personal inflatable items on Castaway Cay due to the risk of it floating away (pollution of the ocean and danger to water creatures).
 

There isn't enough room to lift your arms in the pool, so a drink holder probably wouldn't work anyway.

I was just imagining the family pool with all of the kids in there, and on top of that, a bunch of floating drinks...:crazy2:
 
I think it's a cute idea and it's perfectly fine that they couldn't be used on the cruise. It'll be a nice reminder of their cruise when they use them at home! I've gotten plenty of FE gifts in the past that were not something I could use on the cruise. In fact, I presently have a CD with DCL playlist in my car CD player. It brings a smile to my face every time I play it.
 
I do think there would be a risk of confusion as the gift recipients might not know the rules and so would not realize it was for post-cruise only. If I got a gift that was pool/beach themed, I'd probably assume the sender expected me to use it on the cruise, and would be pretty embarrassed to get called out by a staff member.

Well I'm sure OP can write a little note saying something like, "For when you are home and want to remember the fun times aboard DCL."
