The Dis has been using Handbid for awhile and all auctions are still completely viewable, you just need to google to find the links to those auctions. Then you can browse all the items for the auction that year. Getting that specific piece of art is obviously next to impossible, but sometimes the listing had details about the print size and artist which would help you find it on Ebay or you could reach out to the artist to see where they sell their work. Even if you can find the image, I bet someone on the board can identify the artist for you.
I was able to track these down with a quick search, I don't think any of these are it, but shows how quickly you can search the old hand bids.

Good luck, and maybe when you see it again, it won't seem that important. There was a specific article of clothing I wanted for YEARS, I found it in a thrift store...and didn't end up buying but finally got it out of my head. Or maybe you will find it and love it all the more because of the waiting.
Good luck!!
