If I buy at HH and sell back my first year points and the use month is April.Do I pay fees for my 2002 points or does it start in 2003.Also if I buy BCV when do those fees start.

Dues are payable in January for everyone. If you were to purchase now, the dues would be prorated from January 2002 until your purchase (or closing, I'm not sure which) date. Same is true for both HH and BCV. There may be some slight variation to allow for BCV not opening until July but we are fast approaching that date.

So, the answer is yes. You would have to pay the dues for the 2002-2003 points.

If you buy at HH, you will pay a prorated portion of 2002 dues. For example, if you sign the papers on June 1, you will pay 7/12 of the annual dues. Even if you take advanatage of the MB program and sell back your 2002 points to Disney, you will still pay the proprated protion of the 2002 annual dues.

In 2003, you will pay the total amount. You can either pay the dues as a lump sum sometime in January, 2003 or you can elect to pay them on a monthly basis. In that case, you would pay 1/12 of the annual amount each month. You can only pay monthly if you allow Disney to take the payment directly from your checking account.

BCV works a little differently this year only, because the resort doesn't open until July 1. If you have a use year before July, you pay a total of 6/12 of the annual dues. (You can pay this as a lump sum or elect to pay monthly). If your use year is later, you pay the prorated portion that begins with your use year. For example, if your use year is December, you would pay 1/12 of the annual amount. Again, you have to pay the prorated portion of your maintenance/annual dues even if you sell back your first year's allotment of points.

To clarify one point, you do have to pay dues on the points you sell back. They are prorated as noted above.
