Federal Budget passed in Senate...Now $400 (48hrs)

Okay guys, the federal budget just passed on Friday in the Senate, so does this mean the $400 duty free is now official, or is there maybe a final date that implementation begins?

I've seen signs posted on the duty free doors the last couple of times I've driven over

They have been using that number since it was first announced. It was on the website and like cabmom said they have signs at the border.
