We are planning a Disney/Universal trip for next February (first week). We will be staying at a Disney resort for the whole trip.

Do you think we would need express passes for that time of year?

Need? No. You never "need" them. But they can be nice or REALLY nice, depending on crowds.

The whole week before President's day was very busy last year. If you are before then, crowds should be lighter.

We are planning on arriving Jan 31 and leave Feb 9.

I'm curious about this as well since we'll also be staying at Disney but going to Universal 2 days during our early February 2020 trip. We can't really afford Express Pass, so I was hoping to read that people didn't feel the need to have Express Pass in early February.
