You need to purchase both a resort stay and tickets (3 day minimum) to get free dining (MYW package), but the amount of dining credits are based on the number of nights you stay at a Disney Resort.
Both sort of. You have to stay so many nights and buy a minimum number of days of tickets in order to get free dining.
The number of meals you get depends on the number of hotel nights you have booked. You can book more room nights and get free dining than days on your ticket as long as you hit the minimum number of days required.
Are you asking what the number of dining credits that you receive is based on? Dining plans (whether free or not) are based on the number of nights of your resort reservation and have absolutely nothing to do with the number of days on your tickets. For free dining, if this upcoming promotion matches previous promotions then you'll have to purchase minimum of 2 days of MYW tickets per person but you'll receive the DDP (or QSDP at values) of every night of your resort reservation.
I have an annual pass, but my friend will require park tickets. We're looking at doing Free Dining instead of using DVC this time. Can I save my park tickets from this offer for another trip?

Yes you can. That's what we did last August. I prefer to go to Guest Relations and have the tickets that won't be used removed from my KTTW card so I don't have to worry about accidentally sticking my KTTW card into the turnstile which would activate the ticket if it's still attached to the card. I then just keep the ticket in my room safe for the duration of the trip and now I have my spare 2 day MYW tickets sitting in my jewelry box at home. Tickets are good forever as long as they're not activated (put into a turnstile). Once you activate them, they're good for 14 days from first use or until you've use up all of your days, whichever comes first.
For the FD now, they require you to buy a 2 day ticket at the minimum. It's only 1 day on other packages. This is why some AP holders (like myself) no longer do the FD as we really don't want to buy 2 day tickets now and put them away for later. I think this changed last fall.
