No, your date of checkin needs to fall on or within a FD date.

Therefore if FD starts Nov 8, Nov 5-7 is blacked out.

In your circumstance, you wouldn't get it for any of your stay. It goes by your check-in date. If you check in while the promotion is valid, then your entire stay (up to either 10 or 14 days, can't remember which) is covered by free dining. In your case, where you're checking in prior to a possible start date for FD, none of your stay qualifies.

Or you can do a split stay. Room only at first then Free Dining Package .... might have to change rooms. Tickets would be your catch, can't remember how early you can use them.

Your check in date has to be included so you would have to do two separate stays. You could do a room only reservation for first 3 nights, then a free dining package starting Nov 8 and you would get free dining Nov 8 - 12. Tickets have been a requirement for the FD package so include tickets to cover your entire trip. You can pick up your tickets up to 10 days in advance so you will be able to use them during the room only days. However, you can only book advance Fast Passes for the days starting on Nov 8. For the Nov 5 - 7 you will not be able to book FP until Nov 5.
